A study by Hennessey Digital reveals that the evening rush hour, especially between 5pm and 6pm, is the most dangerous time to drive in several states. Veuer's Maria Mercedes Galuppo has the story.
The new law has gone into effect banning the sale of covers that obscure license plates on motor vehicles and increasing the penalties for using them, the State Department of Motor Vehicles announced.
Fines have increased from a minimum of $100 to a maximum of $500 for covering a license plate with glass, plastic or anything that could keep the plate from being read by a traffic camera or electronic toll reader.

Motorists with three or more convictions within five years on a charge of purposely obscuring their plates now face a 90-day suspension of their vehicle registration.
It also is illegal to sell or distribute anything that obscures license plates or anything designed to look like a license plate from New York or any other state.
"These changes to the law are meant to make sure that everyone who makes use of public infrastructure is paying their fair share to use them," said DMV Commissioner Mark J.F. Schroeder. "Toughening the law will also help authorities crack down on criminals who try to avoid detection when committing crimes by making use of ghost plates or license plate coverings."
